Dear Resident,
As you will see, in this Newsletter we are advertising our AGM to be held at Wallace Fields Junior School, Dorling Drive at 8pm on Wednesday 7th March 2001 I do hope you'll make every effort to attend.

There is a lot going on at the moment in the Ward and in the Borough on which we would like to bring you up to date. CPZ results should be out by then too! Also P.C. Jane Bellingham, who is the Crime Prevention Officer for this area, will be giving a talk on her duties.

It promises to be an interesting evening. Do come!

Membership of the CWRA Committee is open to any College Ward resident and we welcome applications from members to join the Committee.

Nominations should be received by the secretary no later than 21st February 2001

All College Ward residents are welcome to join us for an informal chat over a glass of wine after the meeting.


CWRA MEMBERSHIP

The backbone of any Residents Association is of course the individual membership especially those residents who are interested in the broader issues affecting College Ward and who are able to offer their support in the running of the Association.

Road Representatives are key participants taking on a responsibility for distributing newsletters two or three times a year and collecting subscriptions once a year. Across the Ward the current team of representatives is doing a great job but to increase the membership there is a need to add to their ranks, so we would welcome more residents who think they could help in this way either in their own immediate area or elsewhere in the Ward. Please contact me if you would like to help.

Enough publicity is given in the media to the more substantial members of Society who find themselves with a million pounds or more to spare for the benefit of National parties. Whilst the cause of the Residents Association is more localised it is just as worthy to maintain an independent approach to local government.

It should be said that we will not decline any single contribution in excess of the £5 for three years !

In the last round of subscription collections the response was encouraging but there is still room for improvement and your contribution would be very much appreciated to assist with the anticipated expenses over the next few years.

SURREY COUNTY COUNCIL NEWS

SOCIAL SERVICES PERFORMANCE..... Government League Tables for 1999/2000. There are 42 Performance Indicators and a 5 point scale is used to assess each Indicator. Surrey County Council scored very good (the top rating) in 14 of the Indicators and good in 21 of the 42 Indicators. There were three where S.C.C. were in the lowest band and these all relate to the level of expenditure on services to older people.

DOMESTIC VIOLENCE..... Though many of you may not think this is much a problem in Surrey, the problem is large enough to warrant the launch of a service to help such victims.

Surrey County Council, The Surrey Care Trust and Surrey Women's Aid have got together to provide a helpline for people to contact. The number to ring is 01372 371671

FURTHER CUTS FOR SURREY..... John Prescott has informed Surrey County Council that it will lose £5.9m in Government grant in the year 2001/2002. The cut is a result of changes in the way the Area Cost Adjustment is calculated. Borough Councils will also be affected.

MORE HOUSING..... The Government has published another set of regional housing distribution figures. Surrey is the only one of the 12 areas to have been allocated an increase over the previous figures which means 47,200 for the period 1996-2016 - an increase of 2,200.

YOUR RESIDENTS ASSOCIATION SUBSCRIPTIONS.....

Epsom & Ewell Council is unique in that it is controlled by Residents' Association councillors and has been since the Borough received its charter in 1937. The Council is made up of 39 elected members, 3 for each of the 13 wards and at present Residents' Association councillors account for 27 of these seats.

The Residents' Association believes that the needs of its community is best served by independent representatives whose debate and decision making is unfettered by Party Political issues.

We believe our independence is worth preserving but we can only do it with your subscriptions which are necessary to cover the costs of Borough and County elections, committee expenses, Newsletters and Registration costs required by the Government.

Your contribution of £2.00 per year per household or £5.00 for three years seems a reasonable charge for this.
In the future we ask that you make your payments to your Road Representative or send them direct to the Secretary or Chairman.


AROUND THE TOWN

EBBISHAM CENTRE (aka Lifestyle Centre)
With a Doctor's surgery already open and the Libraray likely to be available in late April, things really are moving on apace in this new building and you will have seen the new shops etc. It is understood that membership of the Holmes Place Healtyh Club, which includes a swimming pool, can now be booked for a £225 joining fee and a £55 per month subscription with various concessions. This facility will open in October.

SURREY POLICE
It is almost a year since Surrey Police assumed responsibility for Epsom & Ewell from the Metropolitan Police. How have they performed since then ? Crime trends are of prime concern and in the financial year 2000/2001 the target to reduce the following crimes by 55 is on course to be acheived:- Residential Burglary - Commercial Burglary - Violent Crime - Total Crime -
The target to reduce auto crime(the breaking into and stealing fom cars) is not on course. Regarding parked cars. Surrey do not support the wider use of double yellow lines as policing the areas would put a greater strain on their resouces and potentially result in an increase of crimes of a more serious nature. At present three traffic wardens are employed.

ROGUE TRADERS
Trading Standards recently hid cameras in a house and invited 37 traders to undertake repair work.
Video footage showed a rogue plumber dfeliberately blocking a boiler flue so that he couls charge an excessive amount for fixing it. Although he correctly identified the real problem as a blown fuse costing 20p, he place paper into the flue and filled the kitchen with smoke and claimed the repair work would cost over £1,000 !
He charged £100 per hour and spent time watching the Sydney Olympics on TV too !

EPSOM HOSPITAL

INTO THE FUTURE
Epsom Millennium Time Capsule competition was launched a few months ago to encourage children to consider what life will be like in the future. Children could either write about it in prose or poetry or provide a drawing. Cllr Chris Frost, who chaired the panel of judges told us "the best entries were very good indeed". Partt of the prize was a key which the winners will be able to pass on to their descendants to open the Time Capsule in 2101.

NEW LEGISLATION UPDATE

REGISTRATION OF POLITICAL PARTIES
You may remember that in a preevious issue of our newsletter, we told you about the impending Government Legislation which wold require us to register if we are to field candidates at local County Elections. After numerous meetings with other Residents Associations and a lecture from a Home Office Official, we decided that a Group registration named Residents Associations of Epsom & Ewell was the most sensible option. Apart from the cost, individual registration would have meant a duplication of a huge amount of work for the treasurer.

LOCAL LEADERSHIP YOUR CHOICE
You should have recently received a pamphlet from the Borough Council which asks you to decide how the Council should be structured. There are 4 options to choose from and the advantages and disadvantages of each are clearly set out in the centre pages. You can find out more by going along to West Square, Ashley Centre on the 24th February to see the Council's Local Leadership Stall which will be manned from 9am to 5pm. Such an important issue will affect every resident in Epsom & Ewell therefore it is essential for you to make your voice heard by completing and returning the tear off section on the back page of the document. You can also register your views by visiting the Council's Website at www.epsom-ewell.gov.uk If you have not received the pamphlet, contact Anne McGregor on 732120 at the Town Hall. All replies must be received by the 31st March.

AROUND THE WARD

DOWNSEND SCHOOL
Your CWRA has been very active in supporting the residents in their fight to prevent further expansion on this small site. At present some 100+ children visit these premises each day and most are ferried to school by car. All this activity in Norman Avenue and Denham Road makes the residents lives intolerable. There is also a safety issue with so many cars and children running around and occasionally the passage of emergency vehicles has been impeded. We have written to the Council informing them that we believe the application contravenes the Borough Local Plan on three salient points. We are hopeful that our and the residents endeavours will have resulted in a refusal by the time this goes to press,

CARTERS ROAD
Though planning permisssion was recently given for a four bedroom detached house, the developer has now returned for another bite of the cherry by applying for permission to build a pair of semi-detached houses. We support the residents concerns and have written a letter of objection to the Council.

RECYCLING
Surrey has reached a new record of 17% which is double the figure of the average achieved across the country (9%). A target of 20% is being set for the year 2001, rising to 25% by the year 2005. Keep up the good work and please make sure you recycle in the Borough. It certainly won't help to improve our recycling figures and it's rather defeating the object, to drive to other Boroughs (and cause mpore pollution) as has been suggested by some Political Party.

BURGH HEATH ROAD
The Police say this cannot be regarded as a special road which will attract particular Police attention for speeding as the number of personal injury incidents is too few. However, we shall continue to monitor the situation.

WINDMILL LANE
Following a very successful petition; a number of improvements are to be made to calm traffic and improve safety at its junction with East Street. The revised plans have been promoted to the preparation pool so now it's up to Surrey County Council to have the final say on whether or not traffic Signals will be approved. We will keep you informed.

EPSOM COLLEGE
You will have recently received a note advising you of loud bangs which may occur during the shooting of "The Bill" at the College. Let's hope they remember to tell us in future of other unusual activities taking place there.

ALEXANDRA PARK
We have written to the Council asking them to replace various missing litter and dog waste bins and we have additionally asked for a new litter bin (hopefully cemented in) to be placed by the recently installed picnic tables and chairs. Though we have been informed that there is no money for replacements or additional items in the current budget, our request has been included for discussion in the round of budget talks scheduled in February.

THE FIRS

This building which is located in College Road opposite Epsom College, was formerly a Nursing Home. It has stood empty for some years and been subjected to repeated attacks of vandalism. Recently, approval for its redevelopment into individual apartments was granted and it's pleasing to note that the design preserves and enhances the integrity of this once fine period building.


TRANSPORT

BUS SERVICES.....
We would have liked to give you up to date information regarding the bus services but as the situation is constantly changing there may be new developments by the time this goes to Press. However we can assure you that Surrey County Council is carefully monitoring the situation. We do know that the County Council has stepped in to save a number of bus services run by Arriva in east Surrey and that financial support has been offered to continue operations on 9 routes, we further understand that the 406 is amongst those which have been saved. A leaflet giving timetables is being prepared and this will be available as soon as possible from all the usual bus timetable outlets. PUBLIC TRANSPORT.....
The Government has awarded SCC more than £100m to invest in transport over the next five years. £23m will be available to spend on transport and highway schemes in the year 2001/2002; this sum is nearly double last year's settlement. Some of the things Surrey County Council hope to do are; additional highway maintenance improve pavements & cycle paths speed up the creation of Safe Routes to Schools Company Travel Plans improved public transport information provide more bus lanes & priority bus schemes build more park & ride facilities spend more on community transport Additionally, Surrey County Council and the Government are still continuing their discussions over the funding of the Kiln Lane link.
